I am just looking for some information on how companies buy and sell property which has either expired if not drilled, or not economical based on the company's goals. I am guessing either access to a government website or program..?

first thing you'll have to acquaint yourself with is land sales and how the whole acution process works.
check the CAPL website, they have some useful links there taking you to auction dates and things like that.
