Why would they put the dog in a kennel if they found it after being hit by a car and not do anything about it? That would make that person just as fucked in the head as the cock knuckle that beat it.

They suspect abuse because of the type of injuries and the physical health of the puppy. She was dehydrated and malnurished.

The best part? Even if they catch the abuser, they will likely get a slap on the wrist compared to what we think should happen. Welcome to the Canadian Law system.

I dont know how someone in law enforcement gets out of bed every morning to do their job knowing anyone they catch breaking a law will likely go unpunished.
