    Does anyone here know what program to use to convert files to .vector format?

    Adobe Illustrator is the main one, but I'm sure there's lesser/cheaper programs out there.

    The best formats to save to when making a vector are .eps, .pdf or .tiff

    Adobe Acrobat Pro/Illustrator/Photoshop can help you like mentioned above and you can get a 30 day trial for free.

    Vector is a type of image, made from lines and points.
    Image can be converted with a program like Adobe illustrator, either by drawing it out again or by "live trace" in Adobe Illustrator CSx.
