Property Tax/Power of Attorney Questions

I have a few questions that I'm hoping beyond can help me out on, I figured I can throw them onto one thread instead of multiple threads clogging up the forums.

1. I have my property tax coming out automatically from CIBC, but I need to get it set up so that it comes out from another bank of mine (TD), how do I set that up?

a) I also need to get a power of attorney done, do I need a special lawyer to do this?

b) I know different lawyers all have different prices, but does anyone have an approximate of how much this will cost?

c) Any recommended lawyers?
