Default SPOTTED: RCMP Shoot Guy, Car goes into Cafe, CPS investigate

So I was driving home the other night (in Kamloops) and I see the cops have this road all taped off. They are sitting on the benches eating their lunch and drinking coffee & eating donuts!

    I WTF , then I LOL

Then I drive around the block and look at the cafe and see this (camera phone sorry its shitty)

Notice the SUV parked through the wall of the cafe. I LOL again. And go on my way. Only in Kamloops, ha!

Then I hear the cops shot some guy and killed him on the news - Thus the crash.

Now I guess the CPS is investigating the RCMP in this case.

Calgary police are leading the investigation into an officer-involved fatal shooting in Kamloops British Columbia.

The shooting happened shortly after 6 o'clock Friday night.

A man in his early 50s is deceased.

Police say two officers were involved, but have yet to release any details of the man who was fatally shot.

No RCMP officers were injured in the incident.

Saturday morning, the RCMP requested that the Calgary Police Service lead the investigation as an independent, third party.

    To the beyond enforcement team:

Does the RCMP randomly choose police departments to aide in internal investigations? Do they always go to a certain department? Just curious why they picked the CPS

    update on the story...

From someone who supposedly saw it.

Guy was trying to get away from the police and they shot our his tires. This is what caused the crash.

As the (female) police officer approached the vehicle she apparently saw the 53 yr old suspect pull a gun. Suspect was shot and killed.

    Not exactly the case:

At approximately 6:15 p.m. on Friday, July 30, 2010, a Toyota 4Runner was parked near a convenience store in the 200 block of Tranquille Road in Kamloops.

CPS investigators have confirmed that two plainclothes RCMP officers positioned their unmarked minivan behind the 4Runner. The 4Runner reversed and rammed the unmarked RCMP vehicle. Two shots were fired through the windshield of the 4Runner and the driver was struck at least once. The 4Runner continued forward and crashed into a business.

I'm pretty sure it rotates which department investigates.. a couple months back the Surrey RCMP had a case where police from Toronto were called in to investigate.

Thats what I wanna know. Does Kamloops alwasy get Calgary? Does Surrey get Toronto? Or do they just draw straws?

I was listening to radio about this driving back to kamloops today...

CPS INvestigator: "We're going to investigate everything, even thing that happened before the incident, we are looking at the past of the suspect... AND the RCMP"

So if he did something bad 5 years ago does justify the actions the cops took in this incident somehow? Just seemed like a weird statement to me.
