If I ahd to guess your car is probably white or silver?

Look at it in direct sunlight (i.e., sun shinning right on it) - see all the swirling - that means it isn't being washed properly. When driect sunlight hits the car, there should be NOTHING visible but the reflection

If your car was spotless, not one ounce of dirt, and you threw a brush at it WILL cause spiderwebing. No doubt. Aside from washing, a big cause of fine scratches is the dreaded "snow brush". That scratches big time. And those brushes at the coin-op self wash? Yeah they scratch too. Wash mitt, microfibre towels. Thats ALL you should use. I do, I am carefull, and still have very fine spiderwebbing thats visible on my black car in direct sunlight. The swirl marks are usually an inch apart, so its light, but as mentioned before....there should be none. I would cut off my right arm before touching my car with a brush.

If you have no runoff into the storm sewer, you are not affecting the river at all.
    Yeah. I think that's what I said.
