It's a pretty neat idea, in theory. Not highly practical as of yet, but I'm sure it is something that could be put into practice.
As others have said, people will try and lane change and smoke the "bus" and I'm sure cars that are higher than the limit will try to go underneath it, which won't be a pretty sight.
But at least they are trying to come up with something new, we need to start thinking outside the box over here, to try and deal with our shit-show of a road system with too much traffic.
