You MUST check each and every tire for balance. Of the hundreds and hundreds of tires I've installed over the years, maybe a handfull didn't need any weight. You MUST check each and every tire.

Balance needs to be done even if the same tires are re-mounted. Balancing takes rim irregularities and rubber irregularities and 'balances' them out with weights to eliminate wheels from being lop sided.
You could probably qualify nicely for a job at kal tire though.

and yeah alignments should be followed by a balance to ensure that the car does drive evenly. Balancing is just as important as having correct air pressures

Okay, before this madness continues.
- valve stems are the little black things in the rim you put the air in to. You don't NEED to change them everytime, however for $0.10 (or as bob quoted $0.25, they must have gone up since I did them) it is cheap insurance. Obviously if you have stem tpms or metallic ones as bob mentioned this is different.
- balancing is when you have tires and rims mounted together. Manufacturing is never perfect and this causes heavy spots at certain points. Weight on the opposite sides of the rim keeps it from vibrating. This needs to be done everytime the rim and tire are broken and remounted. Whether or not the rim or tire are new/old/whatever.
- alignment is a suspension component. It is when flexible parts move. They need to be kept within spec to ensure proper suspension movement, proper tire contact on the road. Symptoms can be odd wear, accelerated wear, pulling while driving, etc. These are not typically done unless there is a need. It is sometimes used as a way to add chargetime to a work order but if they noticed pulling, are performing any work to the suspension, or the tires are wearing funny. This needs to be done. Otherwise it is on an as needed basis. Manufactures recommend it at intervals but I don't see the point.

Also, you seem to be confusing alignments and balancing. Bob (which is why I assume you were referring to) was talking about alignments, as was I in my last post.
Balancing is something you do EVERY time you mount a tire. You mount, then you balance. Every now and then you may get one that doesn't need to be balanced, but that is a rarity.

Ahh yes you did say 'balance', I thought you said alignment... at which pount I thought you to be crazy. My apologies.
Just from my personal experience, when I worked at Toyota checking alignment and doing alignment was either the same price or damned close. Now my 4x4 is about $110.00 to do the alignment. The first time i did it only left front toe was out of spec. Second time there was nothing out of spec. I also rarely saw vehicles that were severly out of spec when I preformed them (unless the customer complained about an actual alignment issue).Originally posted by Jeff Lange

That is why, in my opinion, I only do alignment if I did work on the suspension or if I smoke a curb or notice it doesn't feel quite right. To each their own though. I have enough consumable expenses on this damned thing haha.

If they did the inspection and said it's out of spec, and you wanted to go ahead and adjust it, you'd just pay for the alignment, not the inspection.
