Reducing other tickets besides traffic?
Lets say a certain someone happened to be drinking in their car, and the cops roll up. The certain people are then handed these tickets called drinking in public... can you get these reduced?
The certain someone was "also lucky" he/she didn't get their car impounded and 24 hour suspension supposedly

No, you can't, and if you don't pay, the summons go to warrant. You are also very lucky that you didn't get your vehicle impounded and a 24hr suspension, and that you only got a drinking in public summons. Check out section 84 of the Gaming and Liquor Act.

Only had 3 tickets in my life. 1.) speeding 2.) following too close 3.) Drinking in public.

People like you are going to ruin breaks for everyone. You'll eventually run into the guy that gives no breaks and you'll be walking home.
That guy had every right to tow your car and he didn't, so yes, you are lucky.
Just because it happened to you, doesn't make it interesting.
