wow, way off base.

The reason it brings so much money to black market criminals is because the only way people can get it is from the black market.

The laws have made it profitable for criminals to use its addictive nature to make money, especially since the criminals have no competition for profits other than from other criminals.

It's not easy for a criminal to make money selling addictive things like tobacco and alcohol because there is competition, it's not a money making business for criminals.

omg lulzers.

Ask yourself why it's only native gangs that sell tobacco for relative profits.
There is always a root cause for gang profits.
When the government sets two different prices for two different groups in society and makes it illegal for each group to distribute between each other you get gang funding.
The laws make it illegal for anyone to compete with criminals and their profits.

Why don't you see thug gangs living in areas that don't pay for bottle recycling collecting tons of bottles and driving them across the border to profit from another system and fund their massive crime ring?
The reason is that it is much more profitable to just hand out some heroine and wait for their customer to come to them and watch the profits skyrocket.
