Does it include software that runs on the laptop?

Interested, but wondering about the software as the download page ( http://www.autoenginuity.com/downloads.shtml) does talk about a "activation codes" as the value is with the whole package and not just the cable for me.

the cable is used as an Global OBD2

to use the extra feature PER Manufacturers you'll have to pay a premium and you'll have to enter the activation key to use extra feature PER manufacturer.

if oyu use it as a global OBD2, you do not need an activation key.
