problem starting

so i picked up this new car 92 civic with a b16b vtec.

it had problems with cold starts, and when you started you couldnt give it gas for 30 seconds or it would die out. now i started to today and same thing never gave it gas but randomly started revving up to 3000rpms, i let it run for about a minute and it wouldnt rev down, so i shut it off and now it wont fire, any suggestions? what i should check?

Sounds like you need a new distributor. Likely what has happened is the bearing the for distributor has worn out and not the inductance pickups inside the distributor are grounding themselves out due to excessive shaft play, resulting in no spark.

Pull one of the plugs, have some one turn the engine over and check for spark. if no spark then I would suggest getting a new-used Distributor.

i changed the ecu from my spoon one to a stock gsr ecu, and now it runs but only till 3500 rpms, but does not run on spoon ecu

Sounds like your car is running in limp mode. Honda ecu's only run to 3500 rpm when they pop certain codes so check for codes, I had a similar problem with my car before and it turned out to be the crank angle sensor. Changed the distributor and problem solved. I've noticed most problems with Hondas lie within the distributor.
