USPS affected by C. Post strike?

I wanna order something online for my car, need it shipped from the states.

Will USPS be able to get it to my door in Canada or do they send to border then Canada post takes over?

Affect Effect, one thing i never figured an easy trick to figure out proper use :P

Back to the question though, yes USPS would NOT accept any package to Canada when Canada Post was on strike. I know because I ordered something on eBay, the seller refunded me money the same day and told me that.
