not a 90's but an SV650, they look KILLER when theyre naked.
That SV is killer for sure but that won't be anywhere near op's budget if he's looking for a mid 90's bike.
If you want a street fighter for using and abusing, you should consider a used r6 or cbr. These bikes are everywhere so finding parts should be super easy. You can probably get a salvaged title for cheap and build up from there. Another big thing would be the weight, a mid 90's will feel like a tank so stunting on it will take a little more finesse. i'll bet you can find a decent 98-99 r6 for under $3k right now. I was always sportbike guy and hated street fighters but not anymore after seeing whats out there.

i don't even know the first thing about building a streetfighter..time to google this shit.

^ WAY back when, when I was 17, I bought a badly crashed (somewhat new at the time) '87 ZX750 Ninja (Ninja 750) at the CPA auction for $150, and totally rebuilt it myself. I made it into a pretty damn cool street fighter, twin chrome headlights & all.
Its really not hard to do, I can walk you through the transition process if you have any doubts, of what to do or where to get specific/custom parts made.
Too bad, I think I only have perhaps two pics of it, and they're just actual pics, nothing digital.
