In all honesty though, if they ever came around and looked at the inside, I'd probably be +20%, lol. Nobody from the city has been inside of my place for over a decade, and we've done some MAJOR reno's (house timewarped from the 1970's to the 2010's in just 3 years)

This is a very good question and one that requires close examination. I recently had occasion to entertain an offer to Purchase which stipulated that the Seller would provide to the buyer, copies of all building permits related to the renovation.
Since this particular home had had substantial renovations performed, including the replacement of all kitchen cabinets, drywall throughout the entire house including the basement, flooring, plumbing fixtures etc. and the buyer’s agent was taking the position that a City of Calgary Building Permit would be required, I took to investigating the matter on behalf of my seller who had maintained that it was not.
The Building Permits inquiry desk advised me that provided no walls are being moved, no building permit was required, even if all the drywall had been replaced. In addition other projects which would require a building permit would be as follows.
Basement development.
Retaining walls that exceed 1.2 metres in height.
Decks that are more than 600 mm above grade at any point.
Detached garages and carports.
Factory-built (metal) wood burning fireplaces and stoves.
Swimming pools, hot tubs, some ponds (water features).
Secondary suites.
For merely changing plumbing fixtures, drywall or other fixtures, a building permit is not required, and indeed I have changed many a plumbing fixture without a permit. For more information please read my entry of February 19th on building permit(s).

1970's Plaster/Lathe, Cedar planks, carpets, and shitty electrical out. Drywall, new up to code electrical, and fully networked house in.
No walls were moved... rebuilt, but not moved from their original locations
