As for the cheeseburgers, its the lure the dogs in I would assume. He's also got a cheeseburger fund that people can donate a couple bucks to.

A cheeseburger wouldn't lure a dog any better than a t-bone or dog food. The dog has been eating garbage for god knows how long, pretty sure you could use any type of food.
