Apple ID Question

What happens when you change the Apple ID account on an iOS device? I'm thinking about an upgrade in storage and giving my current 16G to family and want to keep the apps on there especially the VLC app which is no longer available in the app store. Do you lose all of your apps if you change the apple ID account on the iPad?

u don't lose any apps. but when you need to update the app that was previously under your apple ID, you need to login with you info again

So basically I'll need to re-download the app or pay for it again to avoid switching back and forth between apple IDs. Is this necessary even for free apps?
