With companies like UPS and Fedex and Purolator i don't think they will ship it collect unless you have an account and its billed to you.

You can ship collect from Canada to the staes without an account, and if you have an account you can ship collect from canada to canada.
this is with UPS btw, i dont know about the other shipping companies

purolator has an item called Express Cheque so when you send the item it has an evelope on it the courier delivering takes a cheque or money order (up to you) from the reciever and sends the envelope with cheque to you (They will not deliver without receiving payment or they are liable for the amount) so it is cod i guess but it cost a little extra as it is like 2 deliveries one for the package and one for the cheque. You can check their website or call them and ask for express cheque (other couriers prolly have this as well)
