Sounds like there's a chance that had he been carrying a guy, those two gentlemen could have been shot, because they tried to talk to someone.
Getting pulled over by this guy would be interesting to say the least.
To me, a cop is an authority figure, whether or not he has a gun. He should be able to diffuse nearly any situation with words, and only use force when required. And having been an officer, he should have had training and years of experience on how to neutralize a threat without shooting someone.
This situation reminds me of a movie:

I was shaking my head about this, but after I sat and thought about it for a while I changed my mind.
If I was a police officer from Michigan, being approached by two strange people in a strange new place / city (of which he probably knew very little) could easily make him feel uneasy. If he was approached by two random people in Michigan it could very easily have been a mugging or worse.
I get why he's uneasy but to shoot someone for talking is a little too far still.

The impression I got from what I read is that the two guys basically walked into the path of this couple to talk to them. While that is not threatening in itself, I could maybe see why he felt uncomfortable. Should the two guys have been up to no good, what they potentially did might have been a precursor to a confrontation of some sort.
With all that said, wishing he had a gun seems pretty extreme.
