No way, lesson here is that speed limits in residential zones are way too high. They should be lowered to 10 kph so people can back out of their driveways properly. Oh, and speed cameras should be installed to enforce this.
The solution isn't lower speed limits, it's people not being idiots. It's teaching/forcing people to take personal responsibility for what they do.
Back out in front of someone who's doing the speed limit/safe speed for the area, and he hits you? Lose your license for a month!
Speeding through an area where there might be kids, hit one and kill one? Go to jail for the rest of your life! (And the parents, who obviously didn't raise their kid to be wary and careful on a road, also go to jail, maybe not for life).
So sick and tired of legislation being the "answer" to "all our problems". Legislation causes problems, it doesn't solve them. We have enough laws, what we need is a) enforcement of existing laws to a reasonable degree and b) average people taking responsibility for things that they do.
