FINALLY GOT IT!

Ironically, after tapping proceed for 8 minutes on chrome i decided to open up internet explorer and it went through in the first hit!

Im definitely giong to start using IE more often.

Funny you mention that, I had Chrome opened and would never proceed. Tried a few times on IE and it went through on that too. Ironic lol.
