What movie was this?

Saw it about 10-15 years ago on TV (Maybe Showcase)?

Plot elements that I remember:

Revolves around a young kids life, comes from a tough family, Mom is a prostitute (I think?), Kid befriends a classmate and they get into trouble together (distracting store clerk to steal candy and cigarettes), older neighbor gets kid to sell drugs, they steal a video camera from him. Older neighbor finds out and beats one of the kids up, and the main character ends up shooting and killing him. At the end of the movie, Cop who has been following the kid finds out he is of legal age to be arrested in a few months, so kid goes home to find mom high on drugs with a guy in bed, douses curtains with accelerant and hides in closet in his bedroom while the house burns down.
