Use some strong tin snips to cut it off. Much more precise.
Don't use fiberglass. Try and shape a piece of sheet metal to it and weld it on.

weld!! I have done it both ways and welding in a patch is far better unless you want to see the rust back in a few weeks, plus if you are using regular marine resin and hardener it doesn't adhere to metal all that great. Sure it will work for a year or two but no longevity out of it.
If you can't use tinships try and get a thin cut off wheel andcut as much rust out as possible. Try to cut out the rusted area in a square shape, it makes it ways easier to place the new panel in.
here are the steps i usually take. anyone feel free to correct me if you know I am wrong:
1. try to determine how big rust patch is(usually pretty easy)
2. with some sort of tin snips or sut off tool cut out the affected area.
3. sand surrounding 2-3 inches of panel to metal for a good weld.
4. if you can flange the area. The inset should be about 1-2mm so the metal can sit flush, elimating the use of a lot of bondo.
5. clap the new patch in place or just hold it really firmly so it doesn't jump when you weld.
6.tack weld the panel in place and spread all your wled out so you get less heat warpage.
7. grind metal down and fill any ramaining pits or pund any high spots out.
8. prime
10. paint
Iguess it's kinda off topic because you said you were using fibre glass but I hope this might help and you could always get some metal and cover it with some wax to prevent the glass from sinking in.
