They have two types at Canadian Tire. The cheaper ones do cover the rims, we bought a set for the wife's Civic, but that's a moot point because they only fit up to 18".
I think you'll be hard pressed to find a source locally, they're generally the open type that only the tire with a fully openable velcro closure.

Ones I've always seen have the holes in the middle. Never seen one locally that covers the whole rim/tire.
