Well let's see here.....you should have:

    2 summer students
    1 labourer
    1 journeyman painter
    1 quality control officer
    1 safety officer
    1 vehicle operator
    1 supervisor
    1 manager
    1 inspector

    I'd say 5 engineers
    3 painters
    1 road worker

Just because a couple mobsters got into a few unions doesn't mean its the rule. Do you know how many corporations and governments have been corrupted by mobsters? Doesn't mean that all of them are corrupted this way.

    Also TV = Not real.

An interesting question! - forgive me if I take it seriously:

Okay, there's 3 guys painting. That's their job. They paint.

I guess the guy in the orange/blue coveralls drove the truck with the signage and that's his job - put up and take down signs warning of fresh paint and lane closures.

Imma guess the guy in the orange safety jacket works for the building and is there to put the cones in front of the driveway and make sure people don't use it.

The girl in the inappropriate footwear is a summer student with Go-Calgary or Planit or whatever advocacy group wants to encourage bicycling. She's just there to observe or maybe to talk to civilians who are curious about what's going on.

The girl in the black shirt with the tape measure on her belt is the city planner or city safety engineer, there to make sure the guys paint up to the recommended borders that optimize safety and visibility without confusing motorists, as determined through a 3-year long study, which was conducted by people who didn't give a shit and made up all the survey responses.

The guy in the khaki pants with the sagely steepled fingers is the engineer, there to assess that the paint is applied to the proper thickness that it will live up to its rated life span.

The larger fellow in the darker khaki pants is the road-painting department manager. He started with the City painting street light poles in '78 and worked all the way up through the ranks to join management. Now he feels like he's one of the guys still, but is hated by everyone. He's there to give moral support and reassure the painters that what they're doing is important work, but he's not even fooling himself.

The guy with the black pants and ballcap is a bit of a mystery. He doesn't normally wear traffic vests, which is why he looks so awkward in it. He also doesn't do serious manual labour, because he has the wrong kind of pants. The ball-cap though is strange for an office drone, and he's wearing running shoes. Hmm... I'm going to guess that he's an intern in the surveying department and it was his job to lay out the duct-tape masking straight.

How many did I get right?

Since the flood destroyed the municipal complex’s lower-level mechanical systems, officials have been gradually reopening floors and welcoming back staff. But as of last week, only 1,100 of 2,400 employees had returned to the buildings.
I guess some of them went to watch paint dry.

I was going to say that was Druh Farrell admiring how much she's succeeded in fucking up traffic for everyone that doesn't ride a bicycle.

I like the bald dude on the left. He is holding a paint roller, with no paint on it, no steel toed boots just acting like he is working.
