What does it matter what the numbers are downtown? If you have an address you need to get to, you look up at the street sign and instantly know the exact direction you need to travel. Some forums have them do both, but essentially Admin = Administrator. They make sure the site is up, running, and people can access/use it. Mod = Moderator.
