I don't think he made himself look like an ass. He addressed her concerns, educated her about provincial jurisdiction over Deerfoot Trail, and in the process managed to exposed her intellectual shortcomings.

She instigated a battle of wits and then became offended when she lost.

Because people like Emma won't be satisfied until they get a response. If Nenshi had ignored her, she would have persisted in spamming his twitter feed with her drivel and called him out for not responding.

He played it perfectly by addressing her initial concern while exposing her ignorance. You can't win with people like her as is evident by the many Emmas here on Beyond.
