What does this accomplish? How realistic do you think this is? How far down the rabbit hole do you want to go?

If you, for example, have a major organization with 95% caucasian males in management positions, but say 50% caucasian males in the rest of the organization, something is up.

Ignore the rest of the city demographics.

If you have a place where you have a very strong correlation of race and gender to promotions, you've got an issue of discrimination. Maybe the guy that should be heading the roads department is an Indian woman who is working as a clerk because she has an accent and went to a school in a different country so people discount her qualifications.

I want my city to be run by the best, not by the whiteist.

You don't hire minorities for the sake of hiring minorities, no one is suggesting that. You look at WHY minorities aren't being hired or promoted, and you fix the system.

Nenshi doesn't care if the best people are getting hired or promoted.

If it was really about making sure that the top positions in the city are staffed by the best candidate, gender or race would NEVER come into the equation. It would simply be a question of whether or not the city is doing everything it can to attract the best of the best. Instead he basically calls city managers sexist or racist and says he wants promote more women and VISIBLE minorities for aesthetic reasons.
