Im not sure. I can see Obama's as being designed to try and 'obligate' him to follow through with the rhetoric. It didn't work in his case, but similar techniques are quite effective as 'motivation'.

It's one thing to voluntarily give out personal information, it's quite another to have your computer and phone records copied and stored without you knowing.
