Got one that's $23.10 bi-weekly if you're still looking. Don't use it anymore as I've got a different membership these days.

And to answer your question, yes, functions all over Canada. Don't know about the towel service, though. I've always brought my own to any gym I go to.

Generally towel is another $5 per payment.
Base bi-weekly ~23-25 is average for national.
