When I was in Paris a long time ago, I noticed that when on freeways my taxi drivers would put their left turn signals on when in the left lane to signal that they wanted to pass. It worked too - people got right out of the way. Anyway, that seemed to be the signal there.
Also, when renting a car in Europe, I was given an info sheet saying something like, "don't use your horn, except in emergencies. Flash your highbeams to signal other drivers or to express your frustration." Obviously aimed at their perception of American drivers laying on their horns all the time.
Putting on your turn signal to pass is very common in Europe, especially Germany. Not many people know that here. People just think your an idiot that hit your signal by mistake.
I remember watching a documentary on British Traffic cops and they mentioned that flashing your high beams at people is illegal and subject to pretty decent fines.
