try a fresh install of windows? delete partition, format and install. Would that work?

Have you googled the virus? Worst scenario is you just have to reload from a earlier time when your computer was virus free.
Dont even bother to buy a new one, just wipe this one clean and install Windows.
If you can access the system recovery partition through BIOS you can have essentially a new PC again.

give option 3 a shot if you have access to a second computer. I'd disconnect your webcam as well if you have one.

With Windows ... try Standard User for your kids, and Firefox instead of IE.
ESET also makes a reallllllly good AV.
