Back to the topic at hand, building is still condemned per the city meaning tenants are not allowed back in - business continuity insurance won't kick in because it's not an internal building problem and as such, tenants are really between a rock and a hard place. Probably a few lawsuits against the building owner will be forthcoming.

If you've got a SEF20 rider (Loss of Use) then you should get a rental for the time that your vehicle is out of commission or until such time that you get a replacement vehicle - question is how many people carry SEF20 on their polices?
