Dont know much about them but I will venture to say they are made off shore by one of the same manufacturers that also does all the other off shore wheels for Direct Auto Import, Robert Thibert, Core Racing etc. Quality should be the same or similar to all these. As for winter service, the the think I would be most concerned about is the finish. I would avoid anything with a chrome or machine finish, PVD and painted finishes seem to be the most durable offshore finishes for winter use.
Another thing to double check would be the strength and load rating of the wheel as well as whether it meets any sort or quality standard such as JWL (I highly doubt they will) the importance of quality standard really is dependant on the vehicle the rims will be going on though. For your average vehicle they should be fine. A few winters ago though, a customer of mine bought a new X5M and there were very few wheels on the market that met BMW service requirements, so we ended up getting him a set of OE BMW 19 inch wheels for winter
