if it's an ipad with siri active, you can use "who's ipad is this"
Run the serial number in the police database here, it will tell you if someone has reported it missing or stolen: http://app.cpic-cipc.ca/English/searchformproperty.cfm
If you get a hit, then call CPS and hand it over to them, they will reunite it with the owner.
If not, and if it's an Apple device, take it to an Apple store. Maybe they can find out who the owner is and contact them on your behalf.
The owner is probably remoting in and watching you and your whole family.
They turned the location service on and now know where you live and what's in your house. Beware!
Perhaps it was meant to be found.
So like Mike says, they can remote it and see what valuables you have in your house and when you are away. Paired with GPS, it is a perfect score.

i found a phone about a year ago, posted here, no luck
then posted on kijiji and reunited with owner the next day.
