I don't think so much character development was required, we already know who Saul is.

I am not sure if this show is a flash back to before Jimmy became Saul, or after Saul ran, and has become Jimmy.

The beginning shows the events after BB, because I remember in BB Saul made reference to being a manager at a Cinnabon to lay low. Everything after that scene is events prior to BB as Jimmy
