I've either worked at some pretty lax places (even though they've been large companies), or shit is just a lot more chill nowadays
I mean, I think a lot depends on the specific industry you are in. But technical services/r&d/sales in o&g doesn't strike me as being very "formal".

Last month's overage bill was a bit much, so we started looking. Normally we don't care as long as it's not hogging bandwidth, or creating a security risk.

Large Contractor on a Large Oil Plant North of Fort McMurray.
80% cut in staff since January 19, 2015 which translates to approximately 90 people let go. The cuts included Direct Field Labour, Administration, Safety, Supervision and my second in command. All future projects have been put on hold and we are working to complete existing contracts with the hopes that they release the work on hold once complete, otherwise we have been told to prepare to demobilize most likely in May or June. Fingers are crossed very tight 24/7...
As the PM, I had the responsibility of informing everyone they no longer had jobs, some had been off since mid December and weren't even given the chance to return to Site to get their things. Very sad and depressing last few weeks.
That is within the company I work for, the situation Site Wide outside of my company is fairly bad too with extensive cuts and layoffs across the board that included Engineers first, Operations and Trades, Safety and other skilled labour. The irony of this is that this Oil Company did a Press Release stating they would not be making these drastic cuts, yet they did so almost secretively to save face in the public eyes I guess.
The Oil Price bouncing back a bit this week calmed things down and if it levels off and continues to rise, we'll get through this as we have before.
For those working in Industries that think aren't or won't be affected by the Oil Price plunge, you might want to monitor what you say right now because although you may not be affected right now, if it continues you will definitely be affected eventually...

I wonder if its a coincidence that I somehow have access to youtube now. It was completely blocked before, but has been unblocked for a couple months now. It takes me to a "Caution" splash page with all polices, etc. It does give you the option to continue at your own risk though lol... Entrapment!

And this is why I like working for a big telco. Even in a downturn, people still keep their phones, internet and tv, so our bottom line doesn't feel the same impact.

Different team did it so I can't say for sure. One guy one my floor who uses it to stream music all day was not let go, but is trying to figure out who to talk to in order to explain his usage. I strongly doubt they're looking at actual content, simply data usage and, maybe, number of URLs.
Music on YT usually has a static image on it and those "videos" use something like 30% the bandwidth of an actual 720p video. I imagine people who are just listening to music are outside the top 1% of YT abusers. I don't have the data in front of me though.
That said, it's not just about whether or not you're doing your job, it's the fact that you're taxing resources that cost money. At least that's what the person handing you a pink slip will say.
The guy who I know was let go was helpdesk. I guess now he can spend 8 hours a day on YT at home :P
This stuff only happens when the order comes from on high. Nobody in IT gives a shit what other people are doing unless it's breaking something or their boss tells them to give a shit.
