Those kids were given a stunting ticket for holding up a sign on the side of the road saying "Radar ahead" like 10 years ago, so I know it's not limited to cars themselves.
EDIT: Might've been more than 10 years ago cause I can't find the article. It was on EB Canyon Meadows Dr and there were 2 or 3 kids holding up a sign warning of a Cop and they (or their parents, maybe) were given a stunting ticket.
