They intend to pass a budget that will bring them up to *Only* 12 Billion in debt.

I can imagine the US will use Peurto Rico as to what mega corporations do when they start falling apart. Spin off the losers take the bankruptcy, and keep the winners.

I guess there was a reason they labelled it an "Unincorporated territory of the United States."
