Default 1999 Honda Civic DX D16Y7 low idle

Okay, I will try to describe the problem as best as I can.

I have a 1999 Honda Civic DX (bone stock) with the D16Y7 engine. The problem is the idle when the car is fully warmed up, and the temperature outside is below 0 degrees.

When I'm driving normally and put the car in neutral to start slowing down or come to a stop, the RPM dives down to about 500RPM and starts to stumble. After the car is stopped for a few seconds the idle starts to correct itself and comes up to a normal idle. The engine has never stalled on me (yet).

Now this seems to only happen when its cold outside. It started doing this at the end of last winter. During the summer I had no issues at all. So this leads me to believe its the air temperature that directly causes this problem.

Before I pull apart the throttle body and clean the IACV, I wanted to ask if the idle issue could be caused by something else? maybe the PVC valve? any other ideas?

    any help is appreciated!

(I do have a video that I could post, but that will have to wait until after work)

have you played with the idle adjustment screw on the throttle body?

I actually haven't touched the idle screw at all yet. Like I said, the idle corrects itself after I have come to a complete stop for few seconds, but it wont correct itself until the car is at a complete stop.

I know if the engine had a erratic or a "up and down" idle the IACV is usually the problem. but for this problem I'm not entirely sure that would be it.

I'm going to play with the idle screw when I get home to see if I can find a happy idle.

I'd clean it before messing with the idle screw.
