Many presidents have come out in the past saying "I will promise to get to the bottom of this" but in the end, nothing gets done.
The catch is getting into the deep black, uSAP programs in the military that are extremely isolated and compartmentalized. No government has oversight of these and the senate intelligence committee is kept in the dark about the deep black programs.

In 2001 UFO disclosure was brought forward at the national press club in Washington, it even included testimony from the (retired) 4th highest FAA member in the country (15 minute mark).
