It is no different than an engineer who let's gives up his membership with APEGA. It doesn't mean he suddenly isn't an engineer anymore, or a professional of some kind for that matter... he just isn't a "professional engineer". APEGA doesn't have the power to take away someones degree just because they don't pay dues to them.
In reality, associations like APEGA shouldn't even exist in the free market. The government shouldn't be enforcing that engineers need to be a member of some 3rd party lobbyist group just to practice their trade. Engineers should be hired on reputation alone, and not some bull shit membership that really does not qualify them anymore than they already are. IMO the only thing associations like APEGA do is act as middle men for collecting money, and a hindrance to qualified engineers. Same goes for virtually all of these 3rd party associations for doctors, or lawyers, or whatever. If you study and get your degree, you should be allowed to practice right out of the box.
