Garden watering app?

Does this exist yet:

An app that monitors local weather info re precip/humidity/degrees/etc and can estimate when your garden needs to be watered?

There are irrigation controllers that can operate and automatically irrigate your property based on real time weather values taken from local weather station, specifically ET.

I think even the ones at Home Depot that have smart phone control can do this but there is a subscription cost for the weather data. That company is called Exact ET that provides the weather data

I use one from Home Depot called Rachio. It's awesome and won't water the lawn or grass if rain is in the forecast. Saved $50 last month by not watering as much with this smart controller.
