I am not entirely sure why they don't let establishments handle their own security instead of using tax payer money to do it.

I trust the training and expertise of our professional police force then I do a bunch of private security people who likely aren't even peace officers.

Edit. Also private businesses pay for police presence.

At that point, you basically need to do anything you can to get the person under control.

Exactly..a lot of people have psychotic rage strength fueled by drugs/alcohol/mental conditions and so on. In cases like this, police/security have to use what would appear to a bystander: "excessive" force to gain control. They have to assume the worst if some idiot tries to grab a weapon off their belt.
