We used to have neighbors with 2 super annoying dogs. They would do these howling rituals first thing in the morning that woke up the entire neighborhood, and generally barked a lot. They kept the dogs outside because they barked in the house too, which annoyed the owners.

Several neighbors complained to the city, and I don't know what the city did, but it was enough for them to get the dogs de-barked. So I would recommend complaining to the city as much as possible - one of the few times I've actually seen it do anything.

I know you said you didn't want to do that, but it did seem to work for us and the other neighbors. If the owner is nice and really apologetic but doesn't actually do anything about the dogs, then he probably knows exactly what he's doing and is a d-bag. If he's had ample time to come up with a solution and hasn't (training, de-bark, shock collar, keeping them inside, etc.), I would complain to the city.

Call me mean, but whenever my dogs barked id issue them a quick/solid BUT light side footed kick in the ass. Surprisingly it works! But not everyone is a cold-hearted puppy kicker like i am.

That's actually very generous of you to offer to pay for some of the surgery. I think if it was me and the barking was really negatively affecting my quality of life, I would just tell him he has to do something to quiet his dogs or I will have to make a complaint to bylaw. I would offer patience and time for him to make it happen. I would leave the cost and choice of how to do it up to him. Then if it didn't happen within a reasonable amount of time, I would get together with the other neighbors who are disturbed and file a complaint with bylaw.

Such a shitty position for you to be in but it sounds like you have to be a bit nasty about it if this is a known issue. Its not fair for you or your family to live through this. You work your ass off to buy your family a nice home so you have every right to enjoy it. Our neighbors kids have a larger dog and occasionally on the weekends when they go there theyll bring it and everytime they let it out he barks his ass off until he goes back in. Luckily they only leave him out for 5-10 minutes but even at that it gets annoying.

I would talk to the neighbor on the other side of them and see what they think and if you're both in agreement that something needs to be done i would confront them together that way its not just you. Be as nice as you can of course but if you're too nice this will just continue. Good luck!

If there's a training place that can deal with it, leave a brochure and a moderate gift card in their mailbox. Leave another brochure in a month if still an issue. One more month, call bylaw every week.

I guess. If trains in Ogden were against bylaw.

And didn't indicate their presence with train tracks.

I was just at Petland and they have this thing that looks like an airhorn. You press it when the dog does something you don't want it to do.

It should also work on the owners.

    Found it:

Those things just let out a very loud "tschhh" noise and I've started using it on my dog who goes into a MDK mode when she sees rabits, squirrels etc.

It works but its all about positive reinforcement and for a neighbors dog its going to not really do much.

All you do is sit by the fence with a garden hose on full pressure even in winter.
    You will train them.Trust me.

I guess a real airhorn is what's needed then.

We use this bark box we picked up from Walmart. We put it out on the deck so when the dogs would bark at the neighbour it triggers it and makes a noise in a frequency that the dogs don't like. Worked like a charm for two of the dogs but on one of them it doesn't seem to bug him enough.

My buddy took mine to his house to try out on his neighbours dogs as he was in the same situation. He set it up on the fence where his neighbours dogs would come and bark at him in his back yard non-stop and it shut them up no problem...
