Kids are free and need to have a card at customs. TSA Pre won't let them through without the moniker on their BP. At least that's been my experience.

TSA Pre is what I have it for. Verified traveller in Canada is slowly rolling out (started in YVR) which properly mimics TSA Pre for TB flights.
