People on bus do this all the time, with how much more alert you have to be on trains I don't blame him for what he did. What most people don't take into account is his previous work day. It's not uncommon to barely have 9 hours between work days. This should fall on dispatch as they know what kind of spread he is on and should be arranging for someone on standby to relieve him well before he hit a 12 hour spread. Most people would be uncomfortable with a 24 hour work spread over 2 days with barely 9 hours in between your days which could have been the case here
He's responsible if there's an accident so he made the right call if he felt that he wasn't fit to continue on. The last thing you want is to hit something/someone because you're too tired to drive
If this reason for him being on a 12 hour shift was out of the norm I could understand his concern and reason for doing this, but if he works these on a regular basis and was up with hookers all night before his shift then he can hit the bricks and let his pension reimburse everyone's taxis that night.
