I know this would be an absolute shit show insurance wise, but let's say I'm the vehicle who managed to successfully stop at the bottom of the hill and I have a shitty winter beater with basic coverage. If I get hit by a chain reaction of vehicles from behind, who do I go after to be covered? Is there some giant claim that can be filed against the city, seeing as multiple city-owned vehicles are part of the claim?
