As long as you are not an authority figure:
19 can do anyone down to 14. 20 can do anyone down to 15. 21+ can do anyone down to 16.

Once someone hit 18, the authority clause is out.

The only weird part is 12 and 13 can do 14 and 15. But if a 16 year old join in that orgy, that 16 yr old violated the law.
