It's angry citizen math. $225M in loans on top of $150M of other loans is the same as $300,000. Because that's how you make a joke. Until it isn't a joke, and people think that is how taxes go up. Because they don't see how the numbers are different. Same with thinking $6M in capital spending on bike lanes and two public art installations are why the city operating budget it out of control.

For the almost four decades I've resided in Calgary every mayor eventually had their run end - they were maybe somewhat right for the city at the time but those mayors and the city eventually went down different paths. With Nenshi, I think we're almost at that point but the problem is that there really isn't what I consider to be a viable alternative amongst the current crop of wanna-be's.
Ward 7 where my community was moved to has Chu and Miller as the leading candidates and I would dare say that Miller has a fair chance of taking that seat away from Chu and Mlller appears that he could be a very capable replacement for Chu - the CoC's mayor race, nope, there just isn't someone there that looks like a half decent mayoral replacement and as such, we'll chug along for another four years at which point Nenshi most likely won't run or we will have a real alternative put their name forward. Chabot - umm, no. Smith - he'll kill any chances he'll have just by himself or the team he has around him.
As much as many might not like it, it's gonna be another four years of Nenshi whining in beyond. Druh - probably the same but there could be a surprise there yet.

There also has to be business case for when a corporation lends money, not sure how that passed being interest free.

The business case for the city was that their legal department made him indemnified meaning the city would cover his legal costs, and thus he didn't have to pay the money back. So the city didn't actually give him a loan. It was only considered a loan because he insisted it was, and then donations were made back to the city, which grants a tax receipt. The legal council for the city said he did, and the money got paid back. Not sure what more would need to be done that wouldn't be a waste of money that could possibly satiate the angry mob.
Explain to us exactly how his actions that lead to that were in the interests of the City again? Was he or was he not a running candidate at that time?

11. Stop the needless replication of Provincial and Federal Ministry Departments and functions within the City structure.
12. Scale back on the 'royalty language' of design. We should serve the taxpayer, not the excessive vision of a bankrupting, #Socialust regime. Drastically reduce the amount of time spent In-Camera from the public scrutiny. From the current 25% to a median 7%.
13. Reversing the Diversity, Equal Gender hiring mandates of the Civic Administration, Police Force, and Fire Department. All positions to be merit based only.
14. Work on cutting the supply chain of illegal drugs. Educate citizens on the harm of so-called legalized drugs. Tough action on the pushers of drugs.
15. Refuse as much as possible, all provincial and Federal funding based on ill-defined Carbon Taxes, environmental penalties which are harmful to the oil and gas economy of Calgary.
16. Repeal and Replace the bankrupting and foolish, excessive urban designs of Imagine Calgary, The Municipal Development Plan, and the Calgary Transportation Plan. Restore the primacy of the automobile and truck to our mode of transportation. Monumentalizing in the Core cannot be allowed to debase Municipal Standards throughout the rest of the Calgary.
17. Drastically reduce property and business taxes, letting the business growth develop along consumer demand, not socialistic projections.
18. Revoke Stickered Mailbox bans, these are a violation of protected Free Speech.
19. The building of a new Arena can only be accomplished by ensuring drastic cutbacks in municipal spending and mandate drift and overreach. The lowering of property and utilities taxation will benefit all pro sports ventures in the City.
20. A major reform in enforcement of the Community Standards bylaw to reverse the current slide into SlumVille tolerated by the current regime. Also a dedicated program to halt weed proliferation on private and public realms. The current 3rd Worldish maintenance standards of the current regime must be taken to the dump along with Bowfort Towers.

That's what there is. That's why it wasn't considered a loan. The only reason it needed to get paid back is because Nenshi insisted that it did to council. That's all there is to it. If you want to know the exact reasons why they felt he was acting within the scope of his duties and therefore entitled to the benefit of The City's indemnity for members of Council, you'll have to try and contact the City solicitor. Or your councilor I guess. But like I said, is there an answer that would change your mind? I doubt it.
